平成28年熊本地震では,九州自動車道に架かる跨道橋が落橋するなど,緊急輸送道路が寸断される事態が多数発生した.このことから,地震時には重要な道路も被災することを念頭に考え,重要な道路が通行不能となった際に道路ネットワークの移動性にどれだけの影響を与えるかを分析・評価し,対策を行っていくことが急務である.本研究では,道路ネットワークでの移動を考慮した地震に対する道路網の脆弱区間を,迂回により目的地へ到達できる場合と,拠点間が到達不能である場合とでそれぞれ評価する手法構築し,それを実際の緊急輸送道路網に適用した.その結果,迂回に影響する区間を良好に評価できること,拠点間が到達不能となる場合に通行不能である道路区間の分布を評価できることがそれぞれ確認でき,構築した手法の妥当性を確認した.

本研究では,筆者らが提案・開発してきた遠隔建物被害認定システムのサブシステムである建物被害写真アップロードシステムを用いて,実際の遠隔判定への適用可能性を検証するために宮城県仙台市の被災建物を対象として写真撮影・アップロードのテストを行った.その結果,背景色との混同による被害の見落としの可能性,逆光,影により画質が低下する点が明らかとなった.さらに,全壊や大規模半壊などの大規模な被害が明確に表れる被害形態の場合には,全景写真により被害を確認することができる一方,半壊や一部損壊など小規模な被害が多数生じる被害形態の場合には,全景写真のみでは被害把握は不可能であることが明らかとなった.建物被害の把握には,被災建物の全景写真と損傷箇所のクローズアップ写真の両方を撮影することにより,被害部位・被害程度を正確に把握できることが明らかとなった.

2011年3月11日に発生した東北地方太平洋沖地震による甚大な被害の発生を受け、震災・津波等に対する防災対策が見直されると共に、災害による被害最小化を図る減災に対する取り組みが今まで以上に求められるようになった。また異なる災害の被災リスクが同時に高まる複合災害への関心も高まり、その対策の必要性が叫ばれている。そこで本研究では、震災と水害という異なる災害の危険度が高い「足立区千住地区」を研究対象地区に設定し、当地区の居住者に災害避難に関するアンケート調査を行い、その中で、仮想的な災害の状況を提示し、その状況下における避難意識に関する選択実験を行った。また選択実験の結果を用いて、避難に関する選択行動モデルを推定した。さらに異なる災害の状況を設定し、各状況下における避難者数等の推計した.

東北地方太平洋沖地震後に発生した津波避難では生存者の半数以上が車で避難し、その3分の1が渋滞に巻き込まれていたと報告されており、過度に自動車に頼った避難の危険性を示している。そこで本研究では、津波避難時に、自動車の発生量を抑制するための施策と、発生した交通流の円滑化を図るための施策を提示し、交通流マイクロ・シミュレーションを用いて、それらの施策の評価を試みた。その結果、避難時に発生する自動車数を少なく抑えることが安全な避難につながることが確認された。

近年,橋梁の長寿命化の検討が行われるようになってきた.高度経済成長期に建設された橋梁は耐用年数を迎え,架け替えや長寿命化の検討が行われている.このような状況の中,地方自治体においても事後保全的な維持管理ではなく予防保全的な維持管理を行うため5年に1度の頻度で橋梁の定期点検が行われている.本研究では橋梁定期点検結果を用いて,健全度が低くなりやすい橋梁を明らかにするために,2期分の点検結果から劣化速度を算出し,劣化速度に影響を与えている環境要因について明らかにする.分析手法としては,数量化理論I類を用いて,各要因が劣化速度に与える影響の程度の把握を行い,分散分析によって各要因の影響がデータのばらつきによる変動ではないかの検討を行った.

本研究では、東北地方太平洋沖地震時に発生した帰宅困難者に対してwebアンケートを実施し、帰宅困難者の基礎特性や帰宅経路などを明らかにした。その結果を集計したところ、火災の危険性や建物の倒壊の危険性が高い地域を経由し帰宅行動がなされていることが明らかになった。また、帰宅困難者を被災地内(都心)で受け入れるための施設の在り方の検討を行った結果、病院では、帰宅困難者が多数発生する一方、出勤困難者に対する対応も必要であることが明らかとなった。

近年我が国では,地震や津波,土砂災害等の多様な災害が発生している.過去の被災事例を踏まえれば被災直後の食において,救援物資が届くまでの期間,各家庭で買い置かれている食料を用いた住民の自助・共助が重要であり,今後も南海トラフ巨大地震をはじめ今後も大規模な災害の発生が予測されることから,住民の自助・共助のための検討が必要である.本研究では金沢・東京において平時の家庭に存在する食料に関するアンケート調査を実施し,食料原単位を算出した.地方都市である金沢に比べて,大都市である東京の方が1世帯あたりに存在する食料が少ないことが明らかとなった.さらに,これら原単位を用いた南海トラフ巨大地震を想定した食料シミュレーションを行った.この結果,食料存在量の想定は県民1人あたり約4~8日分となることが示された.

首都直下地震が発生した際、その発生時刻によって被災、そして避難の状況が大きく異なることが予想される。千住地域においても、住民のみならず、就業者、通学者、さらに千住地域を通過中の電車利用者や自動車利用者など、当事者も多様となる。そこで「居住者」と「就業者・通学者」に着目しアンケート調査を実施し被害想定の認知状況、避難方法の認知状況、災害状況に応じた避難行動の分析を行った。その結果、従業者・居住者ともに「地震発生時の避難方法の認知」の程度は低いことや「災害状況に応じた避難行動」がとられないことが明らかとなった。

本稿は東北地方太平洋沖地震で被災した住家に対して実施された建物被害認定調査の実施状況をアンケート調査を通じてまとめたものである.アンケート調査では,調査期間,実施体制,支援体制,トレーニング体制などを明らかにした.分析の結果,各自治体とも発災後1か月以内に調査を開始しているが,1ヶ月以降に調査方針の変更などがあり,現場に混乱が生じたことが明らかとなった.また,過去の地震災害で実施された建物被害認定調査で指摘されている問題が解決されることなく今回の調査でも生じていた.特に判定要員のトレーニングは,調査実施前に短時間で実施されており,調査結果に対する影響が少なからず生じている可能性が考えられることも明らかとなった.
