We propose a kind of photonic crystal fiber (PCF) designed with an annular core and fabricated using single material. Characteristics such fibers, including the mode field distributions both cladding modes, effective area fundamental mode, dispersion profile, are investigated finite element method. A novel method for measuring the modulation efficiency of electrooptic phase modulators is proposed based on fiber-dispersion-induced signal fading.
