Nearly seven years ago, the US Congress passed Clinger-Cohen Act (CCA) to revolutionize IT management in federal agencies. So, where is e-government? This article describes how agencies currently incorporate CCA. It analyzes Act's effectiveness, and proposes practices improve its implementation.
