We estimate the degree of trade diversion from provinces named under Softwood Lumber Agreement (SLA) to not named. Our regression results indicate that SLA had a significant impact on exports non-named provinces. Controlling for other factors, by itself would have increased these four times. The corresponding effect in is estimated at minus 5 percent. This decrease not, however, statistically significant.
