본 연구의 목적은 노인맞춤돌봄서비스 도입 초기 주요 이슈를 탐색하는 것이다. 이를 위해 지자체 공무원, 전담사회복지사, 중앙 및 광역 담당자, 생활지원사 등 네 그룹의 총 18명과 포커스그룹 인터뷰(FGI)를 실시하였다. 분석 결과, 노인맞춤돌봄서비스는 사업 운영의 전반적인 과정에서 여러 구조적인 난맥상에 직면한 것으로 나타났다. 첫째, 사업준비가 미흡한 상태에서 실시되면서 수행기관은 대상자 발굴에 어려움을 겪고, 지자체의 역할이 제기되었다. 둘째, 선정 측면에서 대상자에 대한 욕구사정과 중점대상자 우울한 노인이 증가하면서 중점대상자로의 포함과 특화서비스의 확대 제공의 필요성이 제기됐다. 셋째, 서비스 제공 수행기관 간 품질의 차이가 발생하고 셀프케어가 현장의 일부 수행기관에서는 이뤄지지 않는 장기요양기관의 겸업을 금지하는 사항에 모니터링도 분석됐다. 마지막으로 평가와 모니터링의 개선을 통한 제도의 개선이 필요하다는 의견이 제시됐다. 결과를 바탕으로 보건복지부,...

지식정보화 사회에 들어서면서 산업수준의 고도화와 국민의 생활수준의 향상에 따라 나타나는 삶의 질과 관련된 주요한 이슈중의 하나는 환경과 이슈일 것이다. 또한 산림행정에 대한 유형적 가치뿐만 아니라 무형적 가치적 측면을 고려할 때, 산림에 인식을 새롭게 하고 그 바람직한 미래모습을 진단해 보기 위해 우선 산림행정조직의 발전방향을 국가전체적인 관점에서 보는 것이 매우 의미 있는 시도라고 여겨진다. 따라서 본 연구는 여러 선행연구들과 해외사례 분석, 관련부처들의 입장을 종합하여 산림정책의 방향이 산림자원의 보존이라는 수동적인 정책방향에서 보다 적극적으로 서비스 창출기능으로 지속적으로 변하는 시점에서 적합한 개편방안을 모색하는데 목적이 있다. 이를 산림청의 소속과 기능을 중심으로 한 조직개편대안들을 제시하고, 21세기 산림패러다임 변화에 조직이 되기 위한 효율적인 방안들을 제시하였다.
