Adding glazed hollow beads in ordinary foam concrete, the thermal insulation, dimensional stability, waterproofness and cracking resistance would be improved. In order to solve the problem of urban express delivery under carbon emission policies, we adopt an improved quantitative method, which is based on actual speed data from road network in Guangzhou. Then, develop model aiming at minimizing total cost and reducing emission, use hybrid algorithm GATS problem. A numerical example given verify validity both solution algorithm, also conduct a sensitivity analysis tax. This study can provide technical supports for enterprise costs emissions.
