본 논문은 개항기 조선에서 의학적 지식의 보급과 위생 개념의 변화를 통해 근대성의 수용과 위생문화의 보급을 고찰하기 위함이다. 전염병은 역사 속에서 단순한 질병이 아니라 사회 문화적인 현상이었다. 논문에서는 근대성을 막연한 두려움에서 전염병을 통제의 대상으로 여기고 위생의 제도화의 과정에서 합리적인 “의사소통 행위”의 과정을 거치게 되는 과정에 주목했다. 또한 의사소통 행위(정부기관의 대응, 신문보도)를 사람들의 전염병에 대한 지식을 수용하고 정형화된 일정한 양식을 형성하며 그 양식이 문화의 형태로 정착하게 살펴보았다. 조선의 문제를 근대적인 지식과 인식의 수용이라는 관점에서 접근하려고 했다.
