This study is about the application of Hurst exponent in an emerging financial market, Istanbul stock exchange (ISE). This study examines the impacts of surveillance cameras for supervision and control city traffic in Bursa, Turkey from January 2011 to December 2013. A quantitative analysis city-level data is conducted. The results conclude that presence a newly-established system has not measurably affected number injuries accidents; however, it also shows there significant difference between fatalities before after was installed.
