東・中・西日本高速道路（株）では，昭和63年からコンクリート表面被覆材の品質規格を定め，その規格を満たす製品が橋脚等に施工されているが，中には早期に変状を生じるものがあり十分な効果を得られていない場合がある。NEXCO総研では，コンクリート表面被覆材の耐久性を調査するために平成9年から長期暴露試験を行い，平成19年に暴露10年後の追跡調査を実施した。また実構造物に施工したコンクリート表面被覆材の調査を行った。調査結果から，耐久性能評価方法の見直しが必要と考え，新たな試験方法の検討を行った。
