明治・昭和三陸津波およびチリ地震津波、そして今、東日本大震災によって被災し、4度目の復興が進行しつつある宮城県・岩手県の沿岸部の40集落を対象に、津波常襲地域の住宅立地の変遷を分析した。これにより、今後の津波常襲地域における津波防災住宅整備施策上の示唆を得ることを目的とした。この結果、集団移転用の新興住宅地が集落内を占める割合が高い地区ほど明治・昭和津波時よりも東日本大震災での被害率が軽減されている集落が半数ほどみられた。ただし集落自体の拡大により、被害量自体は増加している集落も7割ほどあり、今後の復興に注意を払う必要があるだろう。
