본 연구는 공공서비스에 대한 요구가 양적·질적으로 증대되고 있는 행정 환경에서 공공서비스 공급에는 반드시 재정 지출이 수반된다는 점에 주목하여 시민들의 지불 의사에 영향을 미치는 요인을 규범적 판단과 경험적 평가의 두 차원에서 분석하였다. 의사와 이 선행 요인의 관계에 대해 다항 로지스틱 회귀 분석을 실시한 결과, 판단으로서의 공공성 인식은 의사 금액이 가장 낮은 범주에서만 통계적으로 유의미한 정의 것으로 나타났고, 그보다 높은 범주에서는 오히려 부정적인 보여주었다. 반면 평가가 금액에 보면 공공서비스의 양과 질은 아홉 개의 범주 중 한 범주에서만, 형평성은 의사의 세 범주에서, 그리고 정책 효과성은 대부분의 범주에서 나타났다. 이러한 결과는 시민의 인식이 적극적인 재정적 지원을 담보하는 시민적 책임성으로까지는 이어지지 못하고 있음을 보여준다. 하지만 사적 재화의 경우와는 다르게 각 질에 소비 경험보다는 공공서비스가 지니는 형평성이나 효과성과 같은 공공적 가치에 대한체감이...
