This study explores the critical links between legitimacy-seeking strategy, resource-building capability, and product innovation so as to explain how strategy affects capability moderates relationship legitimacy- seeking innovation. Our empirical results show that from market (LSM) has an inverted U-shaped with innovation, whereas government (LSG) is opposite a relationship.
