We introduce a new nonconservative self-organized critical model. This model is equivalent to quasistatic two-dimensional version of the Burridge-Knopoff spring-block earthquakes. Our displays robust power-law behavior. The exponent not universal; rather it depends on level conservation. A dynamical phase transition from localized nonlocalized behavior seen as conservation increased. gives good prediction Gutenberg-Richter law and an explanation variances in observed b values.

We show that the distribution of waiting times between earthquakes occurring in California obeys a simple unified scaling law valid from tens seconds to years. The short time clustering, commonly referred as aftershocks, is nothing but limit general hierarchical properties earthquakes. There no unique operational way distinguishing main shocks and aftershocks. We show that rain events are analogous to a variety of nonequilibrium relaxation processes in Nature such as earthquakes and avalanches.
