The production of $K^{0}_{S}$ mesons in inelastic $\textit{p+p}$ collisions at beam momentum 158 GeV/c ($\sqrt{s_{NN}}=17.3$ GeV) was measured with the NA61/SHINE spectrometer CERN Super Proton Synchrotron. The NA61/SHINE experiment at the CERN SPS is performing a uniqe study of phase diagram strongly interacting matter by varying collision energy and nuclear mass number colliding nuclei. In central Pb+Pb collisions NA49 found structures in dependence several observables range that had been predicted for transition to deconfined phase. New measurements find intriguing similarities p+p interactions which no deconfinement expected energies. Possible implications will be discussed.
