Abstract We present results of directed flow measurements in Pb+Pb collisions at beam momentum p = 13 A GeV/ c recorded NA61/Shine 2016. The NA61/SHINE experiment at the CERN SPS is performing a uniqe study of phase diagram strongly interacting matter by varying collision energy and nuclear mass number colliding nuclei. In central Pb+Pb collisions NA49 found structures in dependence several observables range that had been predicted for transition to deconfined phase. New measurements find intriguing similarities p+p interactions which no deconfinement expected energies. Possible implications will be discussed.
